AWARE of the immense threats to natural resources and the overall environment that undermine sustainable development and continued access to services;

RECOGNIZING the role of research in generating and disseminating knowledge on which environmental policy decisions, guidelines and practices should be based;

AWARE of the research capacity limitations of individuals, institutions and countries;
